The waters of the Dnipro River were up to 11 meters high on Tuesday evening. Access to many residential buildings is restricted due to flooding, making rescue operations very difficult.
Ukrainian authorities accused Russian forces of purposely destroying the dam, while Russian authorities blamed recent Ukrainian military attacks.
