For about a year, the residents of the village of Nirza in the Ludza region have been worried because a local man is moving around the center of the village more and more often with an ax in his hands and damaging both private and municipal property, Dienas zina reports.

The state police has been informed about the situation, the person has been arrested and almost ten different types of processes have already been started. However, as the investigation drags on, the forensic psychiatric examination is also delayed, and the person regularly returns home.
Residents admit that they feel powerless and no longer know where to turn for help. Residents have written several submissions to the State Police, where after the arrest of the person, suspicions of mental disorders arose and doctors were called to help.
“Given that the person had obvious mental disorders, an ambulance was called and the person was escorted to the Psychoneurological Hospital, where he is currently staying,” stated Guntars Kračus, head of the Investigation Department of the North Latgale Precinct of the State Police Latgale Region.
The man born in 1987 could stay under medical supervision for about a month. In March alone, the State Police started six criminal proceedings where this person was recognized as a suspect, two more previous cases are in court. They point to a certain absurdity in such situations – if the doctors decide to release the person, no one can guarantee that the violence on his part will not continue.
