However, Hungary, which does not want to accept the compromise proposal, is blocking the unanimous agreement on the embargo on Russian oil imports. It states that sanctions will only apply to oil imported from Russia into the EU by sea and that pipelines will be excluded from the embargo.

Despite Hungary’s initial position, the head of the European Council, Charles Michel, is counting on an agreement at the summit. In his opinion, a general agreement, a so-called political agreement, is possible and the technical issues relating to specific exceptions or compensations will be agreed later.

“Time is of the essence and the time to decide is now. I hope that an agreement can be reached at the top.”

In turn, the head of the Commission, Ursula von der Leyen, is skeptical. “I do not expect that we will be able to solve the problem in the next 48 hours, but I am sure it will be possible later” – she added.

The president of the European Commission said she did not expect a quick agreement in the EU on the embargo on oil imports from Russia. Ursula von der Leyen talked about it before the start of the Brussels summit, where sanctions will be one of the themes.

The problem with reaching an agreement is the opposition of Hungary. “I do not expect that we will be able to solve the problem in the next 48 hours, but I am convinced that there will be such a possibility later on,” said the head of the Commission.
