As part of the deinstitutionalization project in Daugavpils, children were moved from the orphanage to the family house “Pīlādzis” in the vicinity of Daugavpils Cietokšņi. The goal of the project was to integrate young people into society, allowing them to live in greater freedom, in an environment closer to their families. The lofty plans, however, failed, according to the program “Bez Tabu” of the television channel TV3.
At the beginning of 2022, Daugavpils opened a family house “Pīlādzis” in the vicinity of Cietokšņa, in which European Union funds were invested. It accommodated almost 20 children and teenagers who were left without parental care.
It was intended that the children of “Pīlādzi” would integrate into society, living in a freer, family-friendly environment.
“Sleepless nights, loud music, shouting with not the most polite words, demolition. Houses that are less inhabited, broken windows, scratched cars. They also use alcohol, there have been several calls to the police. They also searched for drugs here. I have also reprimanded them at night, but I received rude words in return,” Elina, a resident of the neighborhood, told the program “Bez Tabu”.
Residents of the neighborhood have reported the deviant behavior of the residents of “Piladža” to the police many times.
The State Police (VP) confirmed what the residents said, informing them that the children of “Pīlādža” had committed various violations of public order and the law.
The managers of “Pīlādža” have also not passed the test of helping to integrate children into society – several bosses have changed in a short time.
