Latvijas Televīzija (LTV) has applied four disciplinary penalties to its employees for the low-quality live broadcast of the Latvian national hockey team’s reception at the Freedom Monument after winning the bronze medal at the World Hockey Championship on May 29, LETA told the LTV agency.

Specific names and surnames will not be disclosed in order not to violate the provisions of the General Data Protection Regulation on data protection of natural persons, according to LTV.

When asked about the call of the Council of Public Electronic Media (SEPLP) to develop a clear internal procedure for action in emergency and urgent situations, LTV representatives indicated that LTV is currently improving the content production instruction, integrating into it a detailed action plan for cases when the implementation of projects under emergency conditions is urgent.

For the most part, the improvements will concern the coordination and coordination of works under conditions of limited time and resources.

TVNET already announced that, after evaluating the explanations provided by LTV regarding the poor quality live broadcast on May 29, SEPLP concluded that LTV needs to develop clear internal procedures for actions in emergency and urgent situations.

As stated by SEPLP, after the incident, the council asked the LTV board to provide a written explanation of what happened, and after receiving it, met with the LTV board and responsible employees in person to ask additional questions about the reasons for not providing the live broadcast. During the meeting, it was concluded that LTV’s existing internal procedure for providing live broadcasts in emergency situations is insufficiently detailed, so it needs to be improved.

TVNET already reported that on May 29, LTV’s live broadcast of the welcoming of the Latvian hockey team from the World Hockey Championship was interrupted, and no signal was received from the Freedom Monument.

LTV agency LETA found out that the live broadcast was interrupted due to heavy internet traffic.

At the same time, LTV board chairman Ivars Priede commented to the LETA agency that the use of LTV’s mobile television station for live broadcasting from the Freedom Monument was not possible, because the technical scenario of the event became known only on Sunday, May 28, at noon, and by Monday, May 29, the live broadcast was technically not available coordinate the placement of the mobile television station complex – one 19-meter-long van and the other 12-meter-long auxiliary van – at a distance of 100-150 meters from the Freedom Monument in accordance with the technical requirements, as well as ensure the installation of the necessary communication equipment, electricity, a stable Internet connection and the security of the mobile television station , which would be necessary during the installation stage and during the entire event to guarantee the safety of the equipment in a crowd of people.

The chairman of the LTV board stated that in the conditions of uncertainty, when it became known only at midnight about the holiday announced in the country and, therefore, the possible increase in the number of visitors at the venue, the goal of LTV was still to ensure maximum mobility – to be present and reflect all important events to the public with mobile network devices.

According to him, the LTV team expected a possible signal delay, but not a complete absence of mobile communications for an hour, as a result of which neither the team’s communication nor the transmission of the signal was possible.
