In Ruka’s view, the current head of the Eastern Zemgale district has not been able to notice the connections and risks of the problem with a specific person who systematically threatened a woman. Also, Bērziņš has not informed a higher level of the police about the protracted problem.
“Several criminal proceedings are initiated, the prosecutor’s office supervises just as nicely and the court just as often approaches by giving a 25-day prison sentence. In the end, everything is easy, peaceful and a standard approach, but a person has been killed,” said the police chief.
Ruk did not rule out that another police officer may have to lose his position as a result of the service check, but first an objective assessment is needed. Currently, no law enforcement officer has been suspended from his position for a probationary period. The future of Bērziņš in the police is still unclear, but it is not excluded that he could be assigned to a lower-level position.
It has already been reported that the Internal Security Bureau (IDB), after evaluating the news published in the media, which indicates the possible inaction of the State Police officials, has on its own initiative started an investigation in connection with Leon Rusin, who is now wanted for the murder of his ex-spouse.

The murder was committed by her ex-husband Rusiņš, who threatened and harassed the woman for months, this was regularly reported to the police, but the woman was not protected.
The head of the State Police, Armands Ruks, has instructed to start a service inspection to “make sure that the police officers have acted in accordance with the regulatory framework, sufficiently proactively and professionally”. Ruk called for a broader look at this case, that is, it would be necessary to make amendments to the laws that would provide for stricter responsibility for cases when a person does not fulfill the obligations already determined by the court.
